Judge Terrel J. Broussard, Pro Tempore was appointed by the Louisiana Supreme Court to fill the vacancy of Division “B” of the Court of Appeal, Fourt Circuit on April 1, 2017. Prior to his appointment,
Judge Broussard was a mediator at Brossard Dispute Solutions and served as General Counsel for Hammerman & Gainer Inc. In his over 40 years of practice, Judge Broussard served as a partner with
Montgomery Barnett for over twelve years. His practice areas were litigation in the following areas: Employment Law, Construction Law, Insurance Defense, Product Liability and General Business
Litigation. He has served as Landman for Chevron Oil Company, Assistant District Attorney for the Parish of Orleans, Special Assistant Attorney General for the State of Louisiana, Acting Regional
Counsel for the EEOC, General for Transit Management of Southeast Louisiana and Trial Attorney for Liberty Mutual Insurance Company.
Judge Broussard received a Bachelor of Arts in Political Science from the University of Southwestern Louisiana in 1967, and in 1973 he earned his Law Degree from Tulane University Law School in
New Orleans, Louisiana. He has been licensed to practice law in the state of Louisiana, the eastern, middle and western U.S. Districts Courts of Louisiana, and the 5th Circuit U.S. Court of
Appeals. With a passion to teach and inspire others in the legal field, Judge Broussard has taught various classes and seminars in law and ethics, and he served as an adjunct professor at Dillard
University in New Orleans from 1985 to 2013.
Throughout the years, Judge Broussard’s works have been recognized with many honors and awards, including commendations from the City of New Orleans by mayors Moon Landrieu and Ernest N. Morial,
and, most recently, he was recognized as one of 50 honorees to receive the Citibusiness Leadership in Law Award for 2013. The Leadership in Law award recognizes legal professionals whose work
has impacted the greater community by helping to move the legal community forward through their energy, innovative ideas, industry achievement and accomplishment. He was recognized as a Super
Lawyer in 2014. He received City Proclamations in recognition of his efforts to remove blight in New Orleans East.

Judge Broussard has served as a Deacon for 16 years having been ordained in the Catholic Archdiocese of New Orleans since 1999. He has ministered at St. Peter Claver Parish, St. Simon Peter
Parish and at St. Maria Goretti Parish. Because his ministry includes preaching, teaching, evangelization and Catechesis, he is a frequent homilist and retreat presenter. He also publishes a weekly
Study of the Bible that has a national audience. He serves as a member of the Personnel Board for the Permanent Diaconate for the Archdiocese of New Orleans. He was recently awarded the
“Mrs. Sophie Aramburo Servant/Leader” Award by the Office of Black Catholic Ministries for the Archdiocese of New Orleans.
